Here the quest information to obtain the colored Mage Hats. That being said, this NPC does not just make one item, but he makes multiple! Here the items that this NPC has to offer:

This quest requires the player to first obtain a (green) Mage Hat (see details below).
Completing the official (green) Mage Hat quest is not required; you'll be able to participate for this quest by purchasing the (green) Mage Hat item from another player or receive it from a WoE Treasure Chest. So if you obtained this hat on any other way, you can skip this step.

 

The Hat Store Girl that is able to create the (green) Mage Hat [0] is located at Alberta city (alberta 135, 79).

 

Green Mage Hat [0] - 400x Dragon Scale - 50x Mould Powder - 1x Elder Willow Card - 1x Wizard Hat Note: This NPC requires you to first bring her a Yellow Potion!

 

 

In order to talk to the NPC for the quest window to pop up, the Mage Hat must be in your inventory or equipped!
